Kenosha County, Wisconsin, is soliciting bids for a comprehensive countywide fire inspection services contract through Request for Bid #2017, covering approximately 18 county facilities including the courthouse, detention center, administration building, public safety building, Brookside Care Center, and various maintenance facilities and golf courses. The procurement seeks professional fire inspection services encompassing fire panel and alarm systems, sprinkler systems, kitchen fire suppression systems, fire extinguishers, fire hoses, and IT server room inspections. Bidders must possess five years of fire inspection experience, hold appropriate state licensures and certifications, and comply with the latest NFPA codes, Wisconsin Administrative Code Chapter SPS 314, and City of Kenosha Fire Prevention Bureau ordinances. Pre-bid site visits were scheduled between October 8 and October 23, 2020, with sealed bids due on November 3, 2020, at 3:00 PM CT. Evaluation criteria include compliance with specifications, lowest cost, vendor responsibility, and adherence to required certifications, with no subcontractors permitted. The contract term is set for January 1, 2021, through December 31, 2022, with potential one-year renewal options.
The solicitation does not specify specific set-aside designations for disadvantaged enterprises or minority-owned businesses. Bidders must submit a comprehensive Vendor Responsibility Questionnaire by October 26, 2020, and provide a bid bond equal to five percent of the total bid price. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation, automobile liability, and excess umbrella coverage. Special requirements include mandatory background checks for personnel accessing detention facilities and nursing homes, with specific inspection time constraints for certain locations like the courthouse (5:00 PM to 11:00 PM). Price increases are limited to two percent annually and require 90 days' advance notice with supporting documentation. While specific budget ranges are not explicitly stated, the contract includes detailed pricing structures for monthly and annual inspections across multiple service categories, with the county reserving the right to reject any or all bids and to award contracts for partial fulfillment of requested services.
