About this opportunity
La Plata County Board of County Commissioners is requesting bids on asphalt milling and overlay of 2.5 miles of County Road 240 from Copperbell Road at Edgemont Ranch to the Durango City Limit boundary at Rosetta Circle, with bids due October 7, 2026 at 10:00 a.m. MDT via electronic submission. The project must comply with Colorado public works requirements, including employment of Colorado labor for at least 80% of the work and licensing of design professionals.
The scope includes milling the full roadway length to two inches depth, placing one two-inch lift of SX 75 hot mix asphalt, shoulder reconstruction with Class 6 ABC aggregate, utility coordination, and traffic control with single-lane operations and pilot car. Bid items include removal of asphalt mat (45,500 square yards), shouldering (535 tons), hot mix asphalt (5,200 tons), tack coat (3,350 gallons), muck excavation (10 cubic yards), road base Class 2 (10 cubic yards), and lump-sum mobilization, construction staking/survey, traffic control, erosion control, and striping. All pricing excludes taxes due to county tax exemption.
Contract execution extends through November 30, 2026. The county reserves the right to reduce scope to meet budgetary constraints. Award will be made to the lowest responsive and responsible bidder or on best overall value. Selected contractors must submit insurance certificates and W-9 forms within ten calendar days of notice of award; obtain performance and payment bonds each equal to 100% of contract price within seven days of award; and participate in a mandatory preconstruction conference and weekly meetings with county inspectors, contractors, and utility representatives. The county will conduct quality control testing and retain 5% payment pending final settlement under Colorado law. Contractors must provide material delivery tickets and maintain detailed Material Weight Sheet Logs.
