About this opportunity

The Florida Department of Military Affairs, Counterdrug Program, is conducting a sole source procurement for the Multijurisdictional Counterdrug Task Force Training (MCTFT) program to acquire live fire training weapon kits for law enforcement support operations in St. Johns County. The procurement includes both rifle and pistol kit systems manufactured and distributed exclusively by M.G. Suber & Associates, LLC (MGS LLC), comprising specialized tactical components such as Scout Light Pro infrared systems, ballistic shield light switch assemblies, Unity Tactical FAST micro red dot mounts, Arisaka Defense hand stops, M-LOK aluminum rail sections, Trijicon MRO HD patrol adjustable LED scopes, ATPIAL PEQ-15 advanced target pointer illuminator aiming lasers for rifles, and Trijicon SRO Sight Adjustable LED red dot sights, X300V-B infrared and white LED handgun weapon lights, Rapid Force duty holsters, and red-dot maintenance kits for pistols. The training weapons kit systems are designed to mirror equipment used by participating law enforcement agencies and will be utilized for real-world live fire training operations. The posted date for this opportunity is April 22, 2026, with a due date of May 13, 2026, providing a 15 business day posting period as required by Florida Statutes; interested parties may submit inquiries or protests to the agency at 82 Marine Street, Saint Augustine, Florida 32084, or via email at neal.newton@dma.fl.gov. No competitive evaluation criteria apply to this sole source procurement, as MGS LLC has been determined to be the sole distributor with all required products currently in stock for immediate delivery.

This procurement is designated as a sole source acquisition justified by MGS LLC's exclusive status as the manufacturer and sole distributor with current inventory of the complete training weapon kit systems required by the MCTFT program; no set-aside designations, disadvantaged enterprise restrictions, or alternative vendor considerations are indicated in the solicitation documents. The procuring agency, represented by CMSgt. Jennifer Harris, Operational Superintendent at the Florida Department of Military Affairs facility in Starke, Florida, has established that MGS LLC is the only vendor capable of supplying all necessary rifle and pistol kit components with immediate availability, eliminating the requirement for competitive bidding. The estimated total contract value for this single source purchase is $59,780.97, comprised of $45,704.80 for the rifle kit procurement and $14,076.17 for the pistol kit procurement, with both quotations valid for 30 days from receipt and subject to change upon manufacturer acceptance of orders. The procurement is funded through state asset funds managed by the Florida National Guard State Quartermaster, COL Adam M. Curry, under the oversight of the Counterdrug Coordinator, LTC Harvey Rocha, and will utilize existing infrastructure and training protocols of the MCTFT program without requiring integration with external systems.
