About this opportunity

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is requesting design-build proposals for boathouse replacement, site accessibility, and stormwater improvements at Cosca Regional Park in Clinton, Maryland, with a mandatory pre-proposal conference and site visit on November 16, 2026 at 1:00 p.m., an RSVP due November 14, 2026, and proposals due January 6, 2027 at 5:00 p.m. via the OpenGov Procurement portal. Offerors must have been in business for at least ten years in good standing with SDAT and must have completed a minimum of three similar marine, waterfront, or water's-edge infrastructure projects within the past ten years.

The solicitation is issued by the Prince George's County Department of Parks & Recreation, Capital Planning & Development Division. It carries no set-aside. Offerors must comply with M-NCPPC's Nondiscrimination in Subcontracting Program, with a minority, female, and disabled (MFD) subcontracting level of participation established at 33% for this major construction project. A Nondiscrimination in Subcontracting Form, signed by an authorized representative, must accompany the proposal for responsiveness.

Scope covers design, permitting, and construction of a new boat rental facility, pier, dock, boat launch, comfort station, storage and maintenance accommodations, and associated site improvements. The facility must achieve LEED Gold certification and be eligible for LEED Zero after the required lifecycle duration. Work must comply with federal, state, and local laws, including the 2010 ADA Standards and M-NCPPC standards, and the contractor bears responsibility for permits and fees. Key personnel require a Project Executive with at least ten years of relevant experience, a dedicated Project Manager with five years' experience committing 50% time throughout the project, and an Assistant Project Manager with three years' experience dedicating 50% available time.

The estimated project budget is $3.0 million, with approximately 1% retained by M-NCPPC for furniture, fixtures, and equipment outside the total project cost. The contract is a reimbursable agreement with fixed fees, a Guaranteed Maximum Price set at 65% construction documents, and open-book auditable contracting. Liquidated damages are $500 per calendar day for delays beyond completion. Notice to Proceed is anticipated in Spring 2027, with substantial completion required within 700 calendar days of NTP and an additional 60 calendar days for punch list items and final payment. Bid bonds equal 5% of the base bid for bids exceeding $100,000, and performance and labor/material payment bonds each equal 100% of the contract amount. M-NCPPC holds unlimited data rights to all submissions, and information marked as confidential commercial or financial under the Maryland Public Information Act is exempt from disclosure. Technical questions are due December 7, 2026 at 5:00 p.m.
