About this opportunity

The County of Solano, Sheriff's Office and Solano County Probation issued this Request for Quotation to procure correctional clothing and inmate-related items through firm-fixed-price contracts with one or more qualified vendors. The procurement encompasses a comprehensive range of products including undergarments and socks, clothing and apparel, footwear, bedding and mattresses, personal care and grooming products, and uniforms, with quantities varying significantly across line items—ranging from 2 dozen for certain specialized items to 4,000 case packs for high-volume products such as toothbrushes and bath towels. These items will support three adult detention facilities (Justice Center Detention Facility with 712 capacity, Claybank Detention Facility with 358 capacity, and Stanton Correctional Facility with 365 capacity) and one juvenile detention facility with 139 capacity. All products must be new with no irregulars or seconds accepted, and contractors must accept returns of defective items without restocking fees while providing a fifteen-day grace period on billing for exchanges and corrections. The RFQ was released on December 12, 2023, with questions due by January 18, 2024, and sealed proposals due by February 26, 2024, at 5:00 p.m. Delivery is required by February 15, 2024, or as confirmed in the purchase order, to 475 Union Avenue, Fairfield, California 94533, with contractors required to confirm order receipt within two business days and deliver items within thirty calendar days. Bidders must provide unit costs and total costs for each line item with an 8.38 percent sales tax applied to taxable items, and all bids must be submitted electronically via the OpenGov e-procurement portal with hard copy or emailed submissions disqualified.

The County of Solano implements a local vendor preference policy that allows local businesses—defined as entities with a valid business license from the County and a principal business office or satellite office with at least one full-time employee located within the County—the opportunity to match the lowest responsible bid within five business days if their bid falls within five percent of that lowest bid. Contractors are required to complete mandatory certifications including debarment certification, non-collusion declarations, and local business declarations where applicable. The RFQ structure allows for percentage discounts on published catalog prices for items not included on other bid lists, providing vendors flexibility in pricing strategies. No site visits or bidders' conferences are specified in the procurement documents. While no specific incumbent vendors or award values are identified in the available documentation, the scope and quantities of items requested suggest a substantial procurement contract supporting ongoing correctional facility operations. Interested vendors should note that submission through the designated electronic portal is mandatory and that all requirements for new product delivery and quality assurance standards must be met to qualify as a responsive bidder.
