About this opportunity
The City of Newark, New Jersey, issued Invitation to Bid (ITB) #2023-31 seeking competitive bids for Corporation and Curb Stops, Couplings and Hitches. This procurement covers a comprehensive range of plumbing and water infrastructure components, including various sizes of curb stops, couplings, nipples, repair clamps, and other related hardware across 144 distinct line items. Bidders must provide unit pricing for both Year 1 and Year 2 pricing tables, with all costs including labor, materials, supplies, transportation, shipping, and handling to be reflected in the pricing submissions. The contract is structured for an initial one-year term with an option for a second year, and the City reserves the right to award the contract in whole or in part, increase or decrease contract quantities, and potentially award to multiple vendors. Electronic bids must be submitted through the City's ProcureNow e-Procurement Portal with a strict deadline of 10:15 am on Wednesday, May 31, 2023, after which no late submissions will be accepted and a public bid opening will occur. Bidders must comply with various New Jersey state regulations, including affirmative action requirements, business registration, and anti-discrimination provisions as evaluation criteria for award consideration.
This is an open, competitive procurement with no pre-determined incumbent, meaning all qualified vendors are eligible to respond without set-aside restrictions for disadvantaged enterprises as noted in the available documentation. The procurement does not identify specific incumbent vendors or current contractors that would restrict competition. No budget range or award value has been specified in the procurement documents, leaving the final contract value dependent on the City's actual needs and the submitted bids. The City maintains significant flexibility in contract administration, including the ability to adjust quantities and terminate the contract with proper notice subject to fund availability. All prospective bidders should note the emphasis on strict compliance with electronic submission requirements and the critical importance of submitting bids well in advance of the May 31, 2023 deadline to avoid system-related submission issues.
