About this opportunity
The Medical University of South Carolina (MUSC) is requesting proposals for a cloud-based core management software platform to support 15 to 20 research cores and service facilities, with proposals due October 1, 2026 at 11:00 AM ET and a non-mandatory pre-proposal conference on September 9, 2026 at 11:00 AM via Microsoft Teams. Offerors must be registered as South Carolina state vendors and must demonstrate experience providing solutions to universities or other institutions of higher education as a mandatory minimum qualification.
The scope encompasses service request management, scheduling, billing, user administration, reporting, Workday financial system integration, and compliance capabilities across multiple facility types. The solution must be contractor-hosted and cloud-based with data remaining within the continental United States. Implementation must be completed within nine months of contract execution, including core configuration, testing, single sign-on operationalization via SAML 2.0 or OpenID Connect against Microsoft Entra ID, Workday integration, legacy data migration with logical organization preservation, role-based training for system administrators and core staff, and a 30 to 60-day hypercare period. The system must support 15 to 20 cores at inception with ability to add, remove, merge, or reconfigure cores throughout the contract term. Critical capabilities include end-to-end service request workflows with custom forms and multi-step branching, real-time usage tracking linked to billing, automated invoicing with editing and reversal functionality, tiered and dynamic pricing models, and comprehensive audit logging. Data security requirements include AES-256 encryption, TLS 1.2 or higher, WCAG 2.1 Level AA and Section 508 conformance, and a documented REST API supporting OAuth 2.0 and OpenID Connect with webhook capabilities.
The contract term is two years with three one-year renewal options, for a maximum life of five years beginning January 1, 2027 and ending December 31, 2032. Contractors must procure information security and privacy liability insurance with minimum limits of five million dollars per occurrence and ten million dollars aggregate from a carrier rated A:VII or better by A.M. Best. All personnel working on the MUSC campus must obtain MUSC Identification Badges. Written questions are due September 9, 2026 at 5:00 PM ET. Award notification is anticipated January 1, 2027. Evaluation criteria, in order of importance, are technical solution, experience with other academic health care institutions, and price.
