About this opportunity
The City of Santa Cruz is seeking a developer to design and construct a Navigation Center for Residential Substance Use Disorder Services at 125 Coral Street, located in Santa Cruz County, California. The procurement is a Request for Proposal (RFP) No. EDH-0163, with proposals due by October 9, 2025, at 4:00 pm, following a pre-proposal meeting on September 24, 2025. The project involves creating a 24/7, non-congregate shelter facility to provide temporary housing for a minimum of 50 individuals with stays of six months or less, focusing on low-barrier, service-enriched shelter to help individuals and families obtain permanent housing. The developer will be responsible for delivering conceptual plans, schematic designs, and construction drawings for a comprehensive facility offering substance use disorder (SUD) residential care at ASAM levels 3.1, 3.5, and 3.2 WM. Key objectives include providing behavioral health clinics, potentially medical services, and utilizing trauma-informed care approaches while connecting clients with ongoing services through the County HMIS system.
The contract appears open to qualified developers with experience in behavioral health and residential treatment facilities, with no specific set-aside designations mentioned. The project is funded through a $30 million California Department of Health Care Services Bond Behavioral Health Continuum Infrastructure Program (BHCIP) grant, with funds allocated for design, construction, and implementation. The City anticipates awarding a five-year contract with potential renewal options. The approximately 27,835 square foot property is located in the northern industrial area of Santa Cruz, with a 50-foot height limit, and is adjacent to the Coral Street Campus. The site's environmental assessment has been completed, revealing no significant environmental barriers to development. The project aims to address a critical gap in Santa Cruz County's continuum of care, particularly for justice-involved individuals and homeless persons with substance use disorders, by creating a comprehensive treatment and navigation center.
Opportunity text
The City purchased the project site at 125 Coral Street in 2022 for three million dollars with the intention of using it to provide 24/7, temporary, non-congregate shelter for a minimum of 50 individuals for stays of six months or less. The current project scope includes the design of a new Navigation Center that will provide low barrier, service enriched shelter focused on helping individuals and families to quickly obtain permanent housing. The menu of services to be provided to residents will include behavioral health clinics and possibly medical services.
The property has a total of approximately 27,835 square feet of land (APNs 008-171-24 and 008-171-25) and is located a half block west of River Street, northwest of Highway 1 within the City of Santa Cruz. It is adjacent to the Coral Street Campus, a City owned property under long term lease to Housing Matters.
The project addresses the urgent need to add residential substance use disorders ("SUD") treatment to the continuum of care by providing 50 beds of SUD treatment with ASAM levels 3.1, 3.2WM, and 3.5. The current service providers on the Coral Street Campus, Housing Matters and County Health Services Agency staff are thoroughly trained in trauma-informed care and use the County HMIS system to connect clients with services and track use.
