The County of Orange, Sheriff-Coroner, is issuing Invitation for Bids (IFB #060-2954001-CC) for the purchase and delivery of extraction tips to support the Orange County Crime Lab. The procurement seeks four specific product lines of DPX extraction tips: DPX Filtration Tips Low Porosity (5mL WAX 55-65 with Cap), DPX Labs 5mL WAX (55-65 with Cap), XTR 20 mg WAX (60 micron) in 250 microliter Integra, and DPX Labs 5mL WAX-S (tf) 60mg/100mg Salt, each supplied in 100-pack units on an as-needed basis. The extraction tips must be compatible with the County's existing DPX Pneumatic Manifold system and demonstrate advantages over traditional extraction methods through reduced extraction time and solvent consumption. All deliveries must be made to the Crime Lab at 320 North Flower Street, 8th Floor, Santa Ana, California 92703. This is a fully electronic solicitation submitted exclusively through the County's eProcurement Portal, with all questions and requests for interpretation due by Friday, February 13, 2026, at 3:00 p.m., and completed bids due no later than February 20, 2026, at 3:00 p.m. Award will be made to the lowest responsive, responsible bidder, and the contract will be a firm fixed-fee agreement with a three-year initial term and an optional two-year renewal period subject to mutual written agreement and County Board of Supervisors approval. No price increases are permitted during the first contract year, and all price decreases must automatically be extended to the County.
The solicitation provides a five percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders for evaluation purposes, with a maximum allowable preference deduction of $100,000; businesses certified as both OCLSB and DVBE receive an eight percent preference. Successful bidders must obtain valid D-U-N-S and Unique Entity Identifier (UEI) numbers prior to contract award and submit certificates of insurance within seven days of notification, including $1,000,000 in commercial general liability coverage, $1,000,000 in automobile liability, and statutory workers' compensation coverage. The contract includes a Cooperative Program provision allowing other governmental and non-profit organizations to utilize the agreement's terms and pricing, with bidders required to pay a 2 percent administrative rebate on total sales from subordinate contracts to the County. Bidders must also execute performance and labor and material payment bonds as specified in the contract documents. No incumbent vendor information or specific budget allocation amounts are identified in the solicitation; however, bidders must provide firm, fixed pricing for each product line with the total contract amount not to exceed a specified limit, with allowances for California sales tax, shipping, handling, and freight charges, and pricing must be guaranteed as equal to or lower than quotes provided to other local, state, or federal government entities for equal or lesser scope work.
