About this opportunity
The County of Orange Sheriff-Coroner Department is seeking competitive bids for comprehensive compressor maintenance and repair services across eleven county facilities, including jails, training centers, and administrative buildings. The solicitation, identified as IFB #060-2861605-AM-2, requires vendors to provide routine inspection, testing, cleaning, adjustments, maintenance, service, certification, and corrective repairs for various air compressing, separating, drying equipment, and vacuum pumps. Qualified contractors must hold valid California C-10 Electrical and D-21 Machinery and Pumps contractor licenses and provide 24/7/365 emergency services with a one-hour response time and four-hour on-site arrival requirement. The bid must be electronically submitted by September 18, 2025, at 4:00 PM, with a mandatory two-day job walk scheduled for September 9-10, 2025. Bidders must RSVP by August 14, 2025, and obtain security clearance prior to the site visit. Evaluation will focus on the lowest responsive, responsible bid, with the contract term spanning three years from August 20, 2025, and potential for two optional one-year renewals.
The procurement offers preferences for Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certifications, providing a 5% bid deduction for either certification or 8% for businesses certified in both categories. Out-of-state contractors must provide California sales tax permit numbers, and all personnel require background screening for work in secured facilities. The pricing structure includes quarterly and annual scheduled maintenance for 22 line items of equipment from manufacturers like Ingersoll Rand, Powerex, Curtis Toledo, and Gardner Denver, with parts charged at invoice cost plus a specified markup percentage. Permit fees will be reimbursed at actual cost with no markup allowed. While a specific total contract value is not explicitly stated, the comprehensive nature of the services across multiple facilities suggests a substantial procurement opportunity. Contractors must provide comprehensive insurance coverage and adhere to strict security protocols, including tool control and personnel background checks, with all technicians subject to security clearance processing that may take up to three weeks.
