The procurement will award to the lowest, responsible, qualified respondent based on pricing, conformity to specifications, past performance, financial responsibility, and delivery terms in descending order of importance, with Free On Board Destination delivery and vendor-specified payment terms required. The bidding period runs from May 12, 2026 at 2:00 PM EDT through June 1, 2026 at 2:00 PM EDT, with a vendor question and answer period closing May 18, 2026 at 2:00 PM EDT, and answers posted by May 20, 2026. Pricing will be available for public viewing within 24 hours after the June 1 due date. Respondents must submit bids online through CTsource only and comply with Connecticut's Digital Accessibility Policy and WCAG 2.1 Level AA standards.
The successful contractor will be required to provide three references from separate organizations demonstrating past contract fulfillment and similar supply delivery experience, and all technicians requiring facility access must submit completed background reports prior to contract award with security clearance confirmation required before entry. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000 combined single limit, and workers' compensation insurance compliant with Connecticut law. Pricing shall be net and all-inclusive of manufacturing, packaging, handling, and delivery costs with no additional fees or surcharges permitted, with minimum 48-hour advance notice required prior to delivery and all invoices requiring the purchase order number, service date, item description, quantities, unit prices, and signed service reports. The contract is numbered 26PSX0089 and will run from July 1, 2026 through June 30, 2031, with DAS retaining discretionary authority to extend for additional terms not exceeding the original five-year period. No subcontracting is permitted under this contract, and estimated quantities represent non-binding forecasts with actual quantities identified on individual purchase orders, with DAS retaining the right to seek additional discounts or contract separately if cost savings can be realized. No specific budget range or award value was disclosed in the solicitation documents.
