About this opportunity
The State of Maine is requesting quotes for conversion-coated aluminum substrate material for motor vehicle license plate manufacturing, with quotes due September 13, 2010 and questions accepted through 48 hours prior to closing via the AdvantageME Vendor Self Service platform.
The scope is virgin Alloy 3003-H-12 aluminum in coiled rolls: 12-1/8" wide for automobiles and 7-1/16" wide for motorcycles, gauge 20 (.032" nominal with specified tolerances). Material must meet ultimate strength of 17,000 to 23,000 ksi, minimum yield strength of 12,000 ksi, and elongation of 15 to 20% nominal with 12% minimum. Conversion coating must be light chromate (Alodine 1200 or equal) per ASTM B-449-67 Class 2 at 8 to 12 mg/sq.ft. Bidders must submit six sample pieces (12-1/8" x 40" or 7-1/16" x 40") for testing by the closing date. Coils ship FOB to the Plate Shop in Warren, Maine, with maximum weight of 2,200 lbs. on 2,300 lbs. total skid weight, properly packaged with wood separators, banding, and moisture-proof wrapping. Deliveries occur Monday through Friday, 6:30 a.m. to 2:00 p.m., with 24-hour phone confirmation required. A maximum variation of +0% to -5% in total quantity shipped is permitted with no extra charges.
The estimated yearly contract value is approximately 250,000 lbs., though actual quantities vary by state agency orders. The state reserves the right to adjust quantities by up to 10% upon 60 days' written notice. Evaluation criteria are pricing, delivery lead time, and material quality. Awards are made to the lowest responsible bidder offering best value; tie bids favor in-state bidders or Maine-manufactured products. Bidders must identify brand name, manufacturer, and place of manufacture, and may object in writing to specifications preventing quotation. Certificates of compliance are required.
