About this file
This specification document outlines requirements for conversion-coated aluminum substrate material for the State of Maine's multi-year motor vehicle license plate manufacturing program. The state seeks virgin Alloy 3003-H-12 aluminum in coiled rolls, available in standard sizes of 12-1/8" wide for automobiles and 7-1/16" wide for motorcycles, with a thickness gauge of 20 (.032" +.003" -.000"). The material must meet specific mechanical properties including ultimate strength of 17,000 to 23,000 ksi, minimum yield strength of 12,000 ksi, and elongation of 15 to 20% nominal with a 12% minimum. The aluminum must be treated with a light chromate conversion coating (Alodine 1200 or equal) per ASTM specification B-449-67, Class 2, with a coating weight of 8 to 12 mg/sq.ft. Prospective bidders must submit six sample pieces (12-1/8" x 40" or 7-1/16" x 40") by the bid closing date for testing and analysis. The estimated yearly contract value is approximately 250,000 lbs., though actual quantities may vary based on state agency orders. Delivery shall be FOB to the Plate Shop in Warren, Maine, with deliveries occurring as soon as possible Monday through Friday between 6:30 A.M. and 2:00 P.M., and all deliveries must be confirmed by phone 24 hours prior to arrival.
Coils must be wound to a maximum weight of 2,200 lbs. on skids not exceeding 2,300 lbs. total weight, with proper packaging including wood separators, circumferential banding, and moisture-proof wrapping to facilitate stacking and prevent damage. A maximum variation of +0% to -5% in total conversion-coated aluminum shipped is permitted with no extra charges for exact quantities. The state reserves the right to increase or decrease ordered quantities by no more than 10% upon 60 days' written notice. Bidders must identify the brand name, manufacturer name, and place of manufacture, and may state objections to any specifications that prevent quoting. Certificates of compliance with specifications are required, and pricing, delivery lead-time, and material quality will serve as evaluation criteria. All questions must be submitted in writing through the Vendor Self Service (VSS) AdvantageMe system with responses provided within 48 hours. The State of Maine reserves the right to reject all bids, with inquiries directed to Bambi Tefft Bahr, Buyer II, at the Department of Administrative and Financial Services.

Detailed qualitative and quantitative criteria for the manufacture and delivery of the substrate are included in these specifications.
II.
Description: The aluminum must have the following properties:
A. Alloy
3003-H12. Aluminum is to be virgin Alloy
#3003 H-12. If reprocessed Aluminum is to be used by bidder, This information must be noted on bid proposal. Also, reprocessed aluminum may contain #3003-H12 , #3105-H12 Alloy or #8112-H111
Material containing reprocessed aluminum may be required for running trials prior to acceptance.
B. Thickness
Gauge 20, (.032” + .003” - .000”)
C. Coil Size
Aluminum is to be in coiled rolls on cores with an
I.D. of 20 inches minus 1 inch plus 2 inches, coil
O.D. maximum 51”, minimum 42”
D. Width
Standard Size
12-1/8”
Motorcycle Size
7 - 1/16”
E. Ultimate Strength
17,000 to 23,000 ksi
F. Minimum Yield Strength 12,000 ksi
G. Elongation on 1/16”
Standard specimen
15 to 20% nominal with 12% minimum
H. Quality
To withstand embossing with all steel dies at 3/32” dies at 3/32” height without breaking, cutting or appreciable plate warping.
I. Surface Finish
Treated with a light, tightly adherent, amorphous chromate conversion coating, Alodine 1200 or equal, applied in conformance with specifications outlined in ASTM specification B-449-67, Class 2, or as revised, and free of any powdery residue or oil or other foreign material, which may affect adhesion of reflective sheeting.
J. Backside Surface Finish
Finish will be free of any powdery residue, oil or other foreign material which may affect adhesion of reflective sheeting.
K. Coating Weight
8 to 12 mg/sq. ft. with a median of 10 mg/sq.ft.
as the optimum
III.
Test and Analysis of Samples: On or before the date of the bid closing, each prospective bidder shall submit six (6) sample pieces of conversion coated aluminum for test and analysis. Each sample shall be 12-1/8” x 40” or 7- 1/16 x 40” and shall meet the criteria defined in section II above. The samples must be properly labeled with the name of the manufacturer, alloy, gauge, strength and any other characteristic that would benefit testing and analysis. The bidder’s name must also be marked on the sample for traceability.
A. Any sample which does not meet design specifications or production testing may result in rejection of the bid.
B. Acceptance of the samples does not relieve the bidder of the responsibility of furnishing the purchaser with production material that meets design criteria and/or sample quality in accordance with these specifications . Any deliveries over the specifications are not sustained at the highest level.
C. Address samples to: Plate Shop Bolduc Unit
Warren, Maine 04864
IV.
Packaging:
A. Coils of 12-1/8” or 7- 1/16” wide aluminum substrate shall be wound to a maximum weight of 2,200 lbs. The coils shall have 20” plus 2” minus 1” core and a maximum O.D. of 51” minimum O.D. 42”. Coils shall be packaged on skids with a total weight of not more than 2,300 lbs.
B. Each coil shall be separated by 2”x 2” wood spacers on the bottom to provide for pick up by fork truck. Packaging shall provide proper protection against environmental circumstance.
C. Each coil shall be securely banded both around the circumference and through the eye of the coil to prevent telescoping. Band protection shall be provided to insure against damaging the aluminum.
D. Coils shall be free from edge damage, as caused by cable marks, forklifts, dull cutting dies, rough, wavy or damaged edges. Coils shall be coiled straight, and fairly tight with no more than 1/16” interweave.
