About this opportunity

The State of Utah's Department of Health and Human Services (DHHS) is pursuing a contract extension for Prevent Child Abuse Utah under procurement NE24-10, with a notice of intent to award without standard competitive procurement. The contract, originally solicited on 11/9/2023, seeks to extend the current implementation period from 6/30/2026 to 6/30/2028, with two potential renewal options. The primary objective is to maintain continuity of child abuse prevention services through the Utah Family Strengthening Network (UFSN), focusing on evidence-based training and technical assistance for child and family-serving organizations. Key deliverables include managing a network that provides training on Protective Factors framework, Strengthening Families approach, and National Family Support Network (NFSN) Standards of Quality. The contractor will be responsible for delivering training on child abuse prevention strategies, conducting public outreach, and submitting quarterly reports detailing training dates, attendee information, and survey results. The contract's due date is 9/22/2025, with a procurement notice published on 9/15/2025.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. The contract is funded through the Community-Based Child Abuse Prevention (CBCAP) federal grant program and the Utah Children's Trust Fund. While the initial contract estimate shows $0.00, an additional $250,000 will be used to extend independent evaluator services. The budget documentation reveals a total revenue of $120,000 per fiscal year, covering administrative and program expenses, with salary allocations ranging from $88,361 to $94,547. The current incumbent, Prevent Child Abuse Utah, will likely continue service delivery to minimize potential disruption, as literature suggests up to 50% of families might exit a program if service providers change. The contract requires the contractor to maintain an active membership with NFSN, ensure trainer certification, and submit monthly invoices through the State of Utah's Electronic Funds Transfer (EFT) system.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
