About this opportunity
Wasco County Soil and Water Conservation District, in partnership with the Oregon Department of Fish and Wildlife and the Oregon Department of Forestry, is soliciting proposals to establish a contractor pool for fuels reduction and restoration on the Stockton Oak Project in the White River Wildlife Area, with proposals due November 30, 2026 at 1:00 PM. Eligibility requires contractors licensed in Oregon, registered with the Oregon Secretary of State, and in compliance with applicable state tax laws. No set-aside or preference program is stated.
Scope covers mastication, mechanical cut and pile, hand cut and pile with cut stump herbicide application, and additional restoration or fuels reduction treatments identified during implementation. Up to eight contractors will receive an Agreement-To-Agree with an initial two-year term, renewable to a maximum duration of six years. Selected contractors may compete for specific work assignments through future Mini-RFPs, and pool selection does not guarantee work. Prevailing wage requirements under ORS 279C.800 to 279C.870 apply. Required insurance includes Workers' Compensation, Professional Liability at $1,000,000 per claim, General Liability at $1,000,000 per occurrence and $2,000,000 annual aggregate, and Automobile Liability at $1,000,000 per occurrence. The agreement is governed by Oregon law, with venue in Wasco County Circuit Court.
Evaluation uses a 100-point scale: fuels reduction and restoration experience (0–25), state and public contract experience (0–15), personnel qualifications (0–25), equipment capacity and suitability (0–15), references and past performance (0–15), and proposal quality and completeness (0–5). Cost proposals are evaluated separately during Mini-RFPs, not in this pool selection.
Proposal opening occurs at 1:01 PM on November 30, 2026. Evaluation and ranking are scheduled for completion by December 4, 2026, with a Notice of Intent to Award issued approximately the same date.
