About this opportunity
Seminole County Animal Services is seeking a contracted veterinarian to provide relief veterinary services at their animal shelter located in Sanford, Florida. The procurement is a professional services contract for veterinary support, anticipated to require up to 260 hours of work annually. Required services include medical examinations, vaccinations, treatment plans, spay/neuter surgeries, pre and post-operative care, euthanasia, and exam findings for animal cruelty cases. The county prefers a veterinarian who can perform multiple animal procedures in a single visit, with service days spanning Monday through Saturday, including up to four Saturday sessions per year. Mandatory qualifications include maintaining a valid Florida Veterinary License, general liability insurance of $500,000 per occurrence with a $500,000 general aggregate, and professional liability insurance of $100,000. The evaluation process will consider qualifications/experience (33.3%), project understanding/approach (33.3%), and pricing (33.4%). The solicitation was posted on February 8, 2023, with a response deadline of March 8, 2023 at 2:00 pm, and a deadline for questions on February 27, 2023.
There are no specific set-aside designations or restrictions noted for this procurement that would limit participation to disadvantaged enterprises or specific types of organizations. The contract is structured as a three-year term with options for two successive one-year renewals, including a three-month probationary period during which the county can terminate the agreement without cause. While no incumbent vendor is explicitly mentioned, the draft agreement indicates services will be priced on a fixed hourly rate to be determined by the selected veterinary service provider. The county anticipates surgical days will be up to 8 hours and non-surgical days a minimum of 4 hours. Although a specific budget range is not provided, the anticipated 260 annual hours of service suggest a moderate-value contract. Contractors will need to comply with standard county requirements, including drug-free workplace certification, E-Verify compliance, and public records law provisions.
