About this opportunity
The Commonwealth of Kentucky Transportation Cabinet (KYTC) Office of Inspector General seeks contracted investigators through Request for Proposal (RFP) 605 2600000184 to conduct investigations into matters involving waste, fraud, and abuse within the KYTC and entities conducting business with the Cabinet. Qualified individuals and organizations must investigate complaints, prepare comprehensive Reports of Investigation, provide evidence and testimony at administrative and criminal hearings and trials, and make written recommendations for corrective measures. Contractors must possess a valid driver's license, a clean background check with no criminal convictions, access to a personal vehicle and computer with secure internet, and must maintain mandatory availability for on-call work including nights, weekends, and overnight travel. The solicitation was released on December 16, 2025, with written questions due by 4:00 PM EST on January 9, 2026, and proposals due by 2:00 PM EST on February 6, 2026. The anticipated contract term runs from July 1, 2026, through June 30, 2028, with renewal options for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Evaluation is based on a maximum of 125 points comprising 100 points for technical proposal elements—including investigation experience, documentation experience, witness testimony experience, and credentials—and up to 25 points for optional oral presentations, with no cost proposal evaluation as pricing is fixed.
Compensation is fixed at $50.00 per hour, including travel time, with reimbursable expenses limited to investigation-related postage, copies at $0.10 per page, approved computerized investigative research, investigative supplies, and overnight lodging with prior written approval and documentation. Contractors must provide professional liability insurance with a minimum limit of $1,000,000 per claim and Kentucky workers' compensation insurance. All respondents must register in the Kentucky Vendor Self Service System and submit proposals electronically in two parts—a technical proposal and proprietary information—each as a single document in Microsoft Word, Excel, or PDF format. Prospective contractors must complete and submit a notarized Required Affidavit for Bidders, Offerors, and Contractors pursuant to Kentucky Revised Statutes (KRS) 45A.110 and 45A.115, attesting that they have not knowingly violated Kentucky's campaign finance laws. No bidders conference is scheduled, and the solicitation documentation does not reference incumbent vendors, set-aside designations for disadvantaged enterprises, or specific budget constraints beyond the hourly rate and expense reimbursement structure.
