About this opportunity

The Delaware County Regional Water Quality Control Authority (DELCORA) is seeking sealed bids for Contract #P2025-10 to procure liquid chlorine in one-ton cylinders for its Western Regional Treatment Plant in Chester, Pennsylvania. The procurement is for 300 one-ton cylinders of 99% pure liquid chlorine, to be delivered throughout the 2026 calendar year, starting January 1st and ending December 31st. A mandatory pre-bid meeting is scheduled for November 21, 2025, at 10:00 AM at the treatment plant's Maintenance and Stores Conference Room, with sealed bids due electronically through the PennBid Program by December 9, 2025, at 10:00 AM. Bidders must submit a 10% bid bond or certified check and provide comprehensive documentation including experience statements, equipment inventories, and financial information demonstrating capability to fulfill contract requirements. Pricing will be evaluated on a per-ton delivered basis, with the total price calculated by multiplying the unit price by the estimated quantity, and DELCORA reserves the right to adjust quantities and only pay for actually delivered chlorine.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must provide a performance bond, payment bond, and certificate of insurance, and adhere to strict safety and packaging requirements, including delivering cylinders with a minimum of two valves and ensuring chlorine is substantially free of impurities. While no incumbent vendors are listed, the contract includes detailed delivery protocols and specific technical specifications for the liquid chlorine. Although the exact budget range is not specified, the estimated procurement volume of 300 one-ton cylinders suggests a significant contract value. Potential bidders are required to submit all documentation on provided forms and are warned that the terms and conditions are non-negotiable after bid submission, with all compliance questions needing to be raised prior to submitting a bid.
