About this opportunity

The Port Authority of New York and New Jersey is soliciting sealed bids for Contract JFK-124.012, a comprehensive rehabilitation project for Taxiways Z, H, G, Y and E at John F. Kennedy International Airport located in Queens County. This pre-advertisement procurement opportunity focuses on extensive airfield infrastructure improvements, including milling, paving, drainage improvements, pavement markings, landscaping, lighting system upgrades, airfield guidance signs and sign bases, and concrete slab repairs between Runways 4L-22R and 4R-22L. Prospective bidders must be prequalified under the C List for Request for Qualification Statements (RFQS) 59109, which covers Master Agreements for General Construction Services on a Work Order Basis for the JFK Redevelopment Program. Bid submissions are exclusively electronic and must be uploaded to https://panynj.bonfirehub.com/portal by 2:30 PM EST on January 30, 2026. Interested contractors can obtain contract documents by completing a one-time vendor registration on the Bonfire platform and downloading materials directly from the site. Bidders are advised to monitor https://www.panynj.gov/port-authority/en/business-opportunities/solicitations-advertisements/Construction.html for the most current information about document availability and project status.

While specific set-aside designations are not explicitly detailed in the pre-advertisement, the procurement appears to be structured to encourage competitive bidding among qualified construction firms specializing in airport infrastructure rehabilitation. The contract requires advanced technical capabilities in airfield construction, with specific prequalification requirements limiting participation to firms meeting the Port Authority's stringent C List criteria. The estimated contract value ranges between $25 million and $50 million, indicating a significant infrastructure investment. No incumbent vendors are mentioned in the current documentation, and the project seems to represent a comprehensive modernization effort for critical airport taxiway infrastructure. The electronic submission process through Bonfire suggests a modern, streamlined procurement approach designed to facilitate transparent and efficient contractor selection. Interested firms must carefully review the full qualification requirements and demonstrate substantial expertise in complex airport construction and rehabilitation projects to be considered for this significant infrastructure improvement initiative.
