About this opportunity
The State of Maine Division of Purchases is soliciting bids for silicone brake fluid (NSN 9150-01-102-9455, PN MIL-PRF-46176B) under a one-year Master Agreement contract administered by the Maine Military Authority, with bids due January 28, 2009. Awards will be made to the supplier offering the best combination of price and lead time, pending approval of product samples.
The estimated need is 560 to 640 gallons for delivery to Limestone, Maine. The delivery schedule includes initial orders on March 15 and May 15, 2009, followed by quarterly deliveries of approximately 80 to 100 gallons per quarter beginning September 2009 through fiscal year 2009, with additional potential orders anticipated for fiscal year 2010. Bidders may submit proposals for portions of the requirement if unable to supply all quantities. Shipments will only be accepted up to two weeks in advance of stated delivery dates; early arrivals without prior approval are subject to refusal.
Bid prices must be submitted on a net F.O.B. destination basis with all transportation and delivery charges fully prepaid by the contractor and must remain fixed throughout the contract period unless periodic price adjustments are agreed upon in writing. Bidders must provide unit prices, lead time information, and Material Safety Data Sheets for products offered. Winning bidders may be required to provide product samples and certificates of conformance for specification compliance verification.
The contract includes an extension clause allowing the State Purchasing Director to extend the contract period beyond initial expiration with contractor consent, and a cancellation clause permitting termination with thirty days' written notice. MMA reserves the right to modify or cancel orders not delivered as scheduled. In-state bidders or those offering products produced or manufactured in Maine receive preference in cases of tied bids. Contractors must exclude Federal and Maine State Sales and Use Taxes from pricing submissions, and all deliveries must comply with applicable Federal, State, and local laws and regulations.
