About this file

This is a solicitation document issued by the Maine Military Authority (MMA) for a one-year Master Agreement contract for the purchase of Silicone Brake Fluid to support vehicle and equipment refurbishment and maintenance operations. The solicitation permits suppliers who cannot provide all listed items or quantities to submit bids for the portions they can supply, with delivery dates included in their proposals. Specific delivery orders will be issued via email using Delivery Order (DO) documents, each with a distinct order number, and multiple orders may be released simultaneously with different delivery dates. Shipments will only be accepted up to two weeks in advance of stated delivery dates; early arrivals without prior approval are subject to refusal. The contract includes an extension clause allowing the State Purchasing Director to extend the contract period beyond the initial expiration date with contractor consent, and a cancellation clause permitting termination with thirty days' written notice.

Bid prices must be submitted on a net F.O.B. destination basis with transportation and delivery charges fully prepaid by the contractor and remain fixed throughout the contract period unless periodic price adjustments are agreed upon in writing. Bidders must attach Material Safety Data Sheets (MSDS) for products being offered. Contract awards will be made to the supplier or suppliers offering the best combination of price and lead time, pending approval of product samples as required. Winning bidders may be required to provide MMA with item samples and certificates of conformance for evaluation of item suitability and specification compliance. MMA reserves the right to modify or cancel orders not delivered as scheduled.
