About this opportunity
The Maine Military Authority is requesting bids for refurbishing radiators to support FY09 HUMVEE production, with bids due January 21, 2009. A local-vendor preference applies — tie bids are resolved in favor of in-state bidders and those offering Maine-produced or Maine-manufactured commodities.
The scope includes pickup of old radiator cores from Maine Military Authority Building 7220 at 125 Kansas Road in Limestone, followed by tank removal, sand blasting, bracket repair or replacement, core replacement, valve stem replacement, fin straightening, and comprehensive leak and pressure testing at 15 pounds pressure. Completed radiators are delivered back to the Maine Military Authority. Bidders must provide work samples demonstrating conformance to federal specifications.
The contract term is nine months. Award will be made to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery date, and ultimate cost. Best price and lead time are stated evaluation factors. Pricing must be quoted net F.O.B. destination with all transportation and delivery charges fully prepaid by the contractor; prices must remain firm for the entire contract period. Delivery orders of $5,000 or less will be distributed directly to vendors via email; orders exceeding $5,000 will be routed through the Division of Purchases for approval and encumbrance before distribution. The State Purchasing Director retains the right to extend the contract with contractor consent, and the Director of the Division of Purchases may cancel with thirty days' written notice. The State reserves the right to increase or decrease quantities by up to 10%. Sealed bids are submitted electronically to the Division of Purchases office in Augusta; bids received after the closing date will not be considered. Bidders must exclude Federal and Maine State Sales and Use Taxes from quotes. Cash discounts of 20 days or more are considered in determining the low bidder.
