About this opportunity

The Maine Department of Inland Fisheries & Wildlife Bureau of Warden Service Aviation Division is requesting bids for bulk aviation fuel (100LL) under a 12-month contract, with bids due February 9, 2010. The State of Maine holds exemption from federal and state excise taxes, and all pricing must exclude such taxes.

The scope covers supply of 100-octane, low-lead aviation gasoline to two storage facilities: a 6,000-gallon above-ground tank at 19 Village Street, Greenville, ME 04441, and a 6,000-gallon below-ground tank at 32 Warden Lane, Eagle Lake, ME 04739. Both tanks feature 3-inch fill capability. Historical annual consumption ranges from 7,700 to 13,500 gallons, with an average of 10,950 gallons. The Maine Warden Service purchases fuel three times annually in spring, fall, and early winter, splitting orders between its own facilities and surrounding fixed-base operators. The contract must accommodate both full loads of 8,000 gallons or more and short loads of 2,000 to 4,000 gallons depending on operational needs.

Pricing must be submitted separately for each location with itemized breakdowns of product cost, vendor markup, and transportation costs to determine delivered price. Cash discounts must accompany bids, though discounts under 20 days will not be evaluated in award determination.

The contract includes extension authority allowing the State Purchasing Director to extend the term with contractor consent, and a termination clause permitting cancellation with 30 days' written notice. The Maine Warden Service reserves the right to cancel if vendor pricing becomes uncompetitive relative to other suppliers, regardless of external circumstances. Awards will be made to the lowest responsible bidder offering best value. In case of tie bids, in-state bidders or those offering Maine-manufactured products receive preference. All bids must be submitted electronically prior to the deadline; bids received after closing will not be considered.
