About this file
This is a bulk aviation fuel procurement proposal from the Maine Department of Inland Fisheries & Wildlife Bureau of Warden Service Aviation Division for a 12-month contract to supply 100LL (100 octane, low lead) aviation gasoline. The Maine Warden Service operates two storage facilities: a 6,000-gallon above-ground tank with 3-inch fill capability at 19 Village Street, Greenville, ME 04441, and a 6,000-gallon below-ground tank with 3-inch fill capability at 32 Warden Lane, Eagle Lake, ME 04739. The contract covers annual fuel purchases averaging 10,950 gallons, with historical minimums of 7,700 gallons and maximums of 13,500 gallons yearly. The Maine Warden Service typically purchases fuel three times annually during spring, fall, and early winter, splitting orders between its own facilities and surrounding fixed-base operators to optimize pricing and delivery costs. The service requires flexibility to purchase full loads of 8,000 gallons or more as well as short loads of 2,000 to 4,000 gallons depending on facility usage and operational needs.
Pricing is to be provided separately for each location with itemized breakdowns of product cost as of the proposal date, vendor markup, and transportation costs to determine total delivered price. The State of Maine is exempt from federal and state excise taxes, and all pricing must exclude such taxes. The contract includes an extension clause allowing the State Purchasing Director to extend the contract period beyond the initial term with contractor consent, as well as a cancellation clause permitting termination with 30 days' written notice. The Maine Warden Service reserves the right to cancel the contract if vendor pricing becomes uncompetitive relative to other suppliers, regardless of circumstances such as refiner or terminal changes. The Division of Purchases and Maine Warden Service retain the right to reject all bids submitted.

Maine Department of Inland Fisheries & Wildlife Bureau of Warden Service
Aviation Division
Bulk Avgas Purchase Proposal, 12 month contract.
Fuel Type: 100LL (100 octane, Low Lead Aviation Gasoline) Bulk Storage Capacity:
6000 gallons, above ground, 3” fill, must be pump filled. Located at 19 Village Street, Greenville ME. 04441 6000 gallons, below ground, 3” fill, pump or gravity fill. Located at 32 Warden Lane, Eagle Lake, ME. 04739 Average yearly purchase: 10,950 gallons
Maximum yearly purchase to date: 13,500 gallons
Minimum yearly purchase to date: 7,700 gallons.
The Maine Warden Service typically purchases Avgas three times a year, spring, fall, and early winter. Purchases are typically split between our own facilities at Greenville and Eagle Lake while also splitting with surrounding fix-based operators. This method allows us better pricing in terms of quantity and delivery freight, as well as the opportunity to vary the quantity of fuel ordered based on the current usage at our separate facilities.
Fuel may also be ordered at times for either facility alone, (with or without), an outside split.
We also require the ability to purchase full loads if deemed necessary (8,000 gallons or more), as well as short loads (typically 2,000 to 4,000 gallons) when the ability to split with other operators is impractical or non-existent.
The Maine Warden Service is not a fuel retailer and purchases avgas solely for official state aircraft use.
The Maine Warden Service reserves the right to cancel this contract if the contractors pricing becomes un-competitive with other suppliers, as determined by the Maine Warden Service, regardless as to the reasons, such as a change of refiners, terminals, or excessive freight distances that were not calculated into the original bid.
The State of Maine does not pay Federal or State excise tax and any pricing provided will not include such taxes.
The Division of Purchases and Maine Warden Service reserve the right to reject all bids.
EXTENSION CLAUSE:
The State Purchasing Director reserves the right to extend this contract period beyond the indicated expiration date with the consent of the contractor.
CANCELLATION CLAUSE:
The Director of the Division of Purchases reserves the right to cancel this contract with a thirty (30) day written notice, or to conform to the terms and conditions of this contract.
