About this opportunity

The Maine Department of Transportation–Motor Transport Service Division is requesting bids for a one-year retread tire contract with a due date of December 20, 2010. The contract is available to other state agencies through a cooperative vehicle.

The scope comprises retread tires in multiple sizes and applications: approximately 450 tires of 11R22.5 with Bandag D4300 or equivalent tread, 300 tires of 12R22.5 with the same tread design, 50 tires of 315/80R22.5 with R4200 or equivalent tread, 20 tires of 215/75R17.5 LPT highway specification, 30 tires of 14.00XR24 for grader applications, and 25 tires of 20.5XR25 for loader applications. Bidders must quote all items in the cost schedule with unit prices including all transportation, pickup, and delivery charges on an f.o.b. destination basis; prices are fixed for the contract period and any sizes not listed must be furnished at the same discount and price schedule. The contractor must furnish dismounting and mounting services, including cleaning, new valve stems, lubricant application, and liquid tire balance media installation. Bidders must operate retread plants approved by nationally recognized tire retreading associations and certified within the previous twelve months under the Cooperative Tire Qualification Program (CTQP-441) standards — a mandatory qualification filter.

Deliveries must occur on Mondays (or Tuesdays if Monday is a holiday) to the Fleet Service Garage in Augusta, with finished retread tires delivered within seven days of pickup for standard sizes and within thirty days for motor grader and off-road tires. Orders of $5,000 or less are processed via email; larger orders require Division of Purchases approval through the AdvantageME system. All bidders must provide proof of at least one million dollars in product liability coverage and accept credit card payments without surcharge. Prices must remain firm for the entire contract period with no increase allowed. Award will be made on an "all or none" basis or as determined in the state's best interest using best value consideration. The state reserves the right to cancel with thirty days' written notice or immediately if the contractor fails to conform to contract terms.
