About this file
This is a Specifications and Bid Terms and Conditions document for the Maine Department of Transportation-Motor Transport Service Division for a one-year retread tire contract, with provisions allowing other state agencies to participate. The contract solicits bids for retread tires to cover a portion of the state's normal tire requirements. The scope encompasses various tire sizes listed in an attached cost schedule, with the understanding that quantities shown are approximate and actual orders may vary. The contract period is one year from the date of award. Bidders must submit proof of product liability coverage of at least one million dollars and provide the latest published price list for tire recapping materials. Delivery orders will be processed through the AdvantageME system, with orders of $5,000 or less emailed directly to vendors and larger orders requiring Division of Purchases approval. Standard deliveries to the Fleet Service Garage in Augusta must occur on Mondays (or Tuesdays if Monday is a holiday), with finished retread tires delivered within seven days of pickup for standard sizes and within thirty days for motor grader and off-road tires.
Bidders must quote all items in the cost schedule with prices including all transportation, pickup, and delivery charges prepaid by the contractor on an f.o.b. destination basis. Prices are fixed and not subject to increase during the contract period, and any tire sizes not listed must be furnished at the same discount and price schedule. All bidders must operate retread plants approved by nationally recognized tire retreading associations and must be inspected and certified within the previous twelve months in accordance with the Cooperative Tire Qualification Program (CTQP-441) standards. Award will be made on an "all or none" basis or as determined to be in the state's best interest using best value consideration. The state reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms. Vendors must accept credit card payments at no additional surcharge, and the state has requested bidder willingness to extend contract pricing to political subdivisions and school districts in Maine.
