About this opportunity

The Maine Department of Transportation-Fleet Services Division is soliciting bids for a one-year retread tire contract covering approximately 875 tires across multiple sizes, with bids due October 20, 2009. The contract runs October 1, 2009 through September 30, 2010, with the Director of Purchases authorized to extend beyond expiration at the same or renegotiated (lower) rates with contractor consent. Other state agencies may participate. No set-asides or preference programs are identified.

The scope covers retreating casings with new tread rubber via vulcanization in specified sizes: approximately 450 tires in 11R22.5 with Bandag D4300 tread design, 300 in 12R22.5 with D4300, 50 in 315/80R22.5 with R4200, 20 in 215/75R17.5 with LPT Highway tread, 30 in 14.00XR24 (grader), and 25 in 20.5XR25 (loader). The contractor must also provide dismounting, mounting, valve-stem replacement, flange cleaning, lubrication, and liquid tire balance installation. Retreated tires must meet tread depth and contour specifications and pass pre-retread and final inspections using electronic, holographic, shearography, x-ray, or ultrasonic methods plus manual visual inspection. Vendors must hold certification from a nationally recognized tire retreading association within the preceding twelve months, including NDT IIB and Shearography or comparable equivalents for technicians, facility, and process. A written warranty is required with full refunds for tires wearing to 50 percent of original skid depth and half refunds for wear between 50 and 4/32 inches.

Pricing must be fixed for the contract period and inclusive of all transportation, pickup, and delivery on an F.O.B. destination basis. The state delivers standard tires within seven days of pickup and motor grader/off-road tires within thirty days to primary and subordinate Fleet Services locations in Augusta, Caribou, Houlton, Bangor, Dixfield, and Scarborough. Vendors must accept credit-card payment without surcharges. Vendors are requested to indicate willingness to extend contract pricing to Maine political subdivisions and school districts. The point of contact is Bambi Tefft Bahr, Buyer II, State of Maine Division of Purchases.
