About this file

This is a specifications and bid terms document for a retread tire contract issued by the Maine Department of Transportation-Fleet Services Division, with provision for other state agencies to participate. The contract covers a portion of the state's normal retread tire requirements and establishes quality, certification, and operational standards for vendors. The contract period runs from October 1, 2009 through September 30, 2010, with the Director of Purchases having the authority to extend the contract beyond the expiration date with consent of the contractor, provided pricing and terms remain the same or are renegotiated to lower rates. No specific quantities are stated in the document; rather, quantities are designated as approximate only, with the contract covering actual orders placed by state agencies during the contract term, whether more or less than estimated amounts. Delivery of standard tire sizes must be completed within seven days of pickup, while motor grader and off-road tires have a thirty-day delivery window. Deliveries to the primary Augusta Fleet Services location occur on Mondays (or Tuesdays if Monday is a holiday), with service also provided to additional Fleet Services locations in Caribou, Houlton, Bangor, Dixfield, and Scarborough, as well as other state agencies as required.

All pricing must be inclusive of transportation, pickup, and delivery charges on an F.O.B. destination basis, with prices fixed throughout the contract period and subject to no increases. Vendors must accept credit cards as payment with no surcharges or additional compensation allowed, and the state reserves the right to reject bids from vendors unwilling to accept this condition. Vendors must provide evidence of certification from a nationally recognized tire retreading association within the previous twelve-month period, including certifications of technicians, facility, and process, with minimum requirements including NDT IIB and Shearography or comparable equivalents. Bids should include warranty specifications, which may be considered in the evaluation and award process. The state reserves the right to purchase retread tires from non-contracted vendors for testing purposes. Vendors are asked to indicate their willingness to extend contract pricing to political subdivisions and school districts in Maine, with responses indicating unconditional acceptance, conditional acceptance with specifications, or refusal to participate. The point of contact for all bid-related questions and correspondence is Bambi Tefft Bahr, Buyer II, at the State of Maine Division of Purchases.
