About this opportunity

The State of Maine Division of Purchases is soliciting bids for retreaded tires to cover one year of the Department of Transportation–Motor Transport Service Division's normal tire requirements, with bids due December 19, 2007 and contract performance spanning January 1, 2008 through December 31, 2008.

Bidders must be retread facilities operating within the specified geographic area, certified through inspection by an approved national organization, and compliant with recognized retread manufacturing procedures. All tires must conform to the Cooperative Approved Tire List (CATL) and Cooperative Tire Qualification Program (CTQP-441) standards. The scope encompasses approximately 835 retreaded tires across six line items: 450 units of 11R22.5 tires with Bandag D4300 tread, 300 units of 12R22.5 tires with the same tread, 10 units of 8.25x15 LPT Highway tires, 20 units of 215/75R17.5 LPT Highway tires, 30 units of 14.00XR24 Grader tires, and 25 units of 20.5XR25 L-3 Loader tires. Bidders must quote all listed tire sizes and any unlisted sizes ordered at the same discount rate.

Technical specifications require tire-casing retreading through vulcanization with tread depth up to 24/32 inches for drive tires and comprehensive pre-retread and final inspections using electronic, holographic, or ultrasonic technology. Contractors must guarantee full refund of retreading and casing costs for failures resulting from contractor neglect up to 50 percent of original skid depth, and half the retreading cost plus casing cost between 50 and 4/32 percent skid depth. Deliveries to Motor Transport Service Garage occur on Mondays (or Tuesdays if Monday is a holiday), with standard tires delivered within seven days of pickup and off-road tires within 30 days. All pricing must be fixed for the entire contract period, f.o.b. destination inclusive of transportation and delivery charges, and bidders must accept credit cards as payment with no surcharge. Contractors must maintain product liability coverage of at least one million dollars. Award will be made on an all-or-none basis or as deemed in the state's best interest using best value consideration. The state reserves the right to purchase from non-contracted vendors for testing and may extend the contract beyond December 31, 2008 at the Director's discretion with contractor consent and potentially renegotiated pricing. Bidders are encouraged to indicate willingness to extend contract pricing to Maine political subdivisions and school districts.
