About this file
This is a specifications document for a retread tire contract bid issued by the Maine Department of Transportation-Motor Transport Service Division, with potential participation from other state agencies. The contract solicits bids for retread tires to cover a portion of the department's normal tire requirements over a one-year period from January 1, 2008 to December 31, 2008. Bidders must be retread facilities operating within the specified geographic area and must demonstrate certification through inspection by an approved national organization and compliance with recognized retread manufacturing procedures. Tires must conform to the latest Cooperative Approved Tire List (CATL) and Cooperative Tire Qualification Program (CTQP-441) standards. Deliveries to the Motor Transport Service Garage shall occur on Mondays (or Tuesdays if Monday is a holiday), with finished work delivered within seven days of pickup for standard tires and within 30 days for motor grader and off-road tires. All bidders must provide current price lists with their proposals and maintain product liability coverage of at least one million dollars.
Pricing shall include all transportation, pickup, and delivery charges on an f.o.b. destination basis, with prices fixed for the entire contract period and not subject to increase. Bidders must quote all tire sizes listed in the cost schedule, including any unlisted sizes that may be ordered at the same discount rate. The state reserves the right to purchase retread tires from non-contracted vendors for testing purposes. Award will be made on an all-or-none basis or however deemed in the best interest of the state using best value consideration. The state requires vendors to accept credit cards as payment with no surcharge allowed, and bidders unwilling to accept this condition may have their bids rejected. The contract may be extended beyond the indicated expiration date at the discretion of the Director of Purchases with contractor consent and potentially renegotiated pricing. Bidders are encouraged to indicate willingness to extend contract pricing to Maine political subdivisions and school districts.
