About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for the supply and delivery of State of New Hampshire, Veterans, and United States flags under RFB 3154-27, with bids due September 10, 2026 at 10:00 a.m. Eastern Time. All flags must be manufactured and assembled in the United States with proof of origin, a key compliance requirement.

The scope encompasses nylon and spun polyester (Polymax or equivalent) flags in multiple sizes and configurations. Nylon flags include U.S. flags (3×5 feet through 8×12 feet), New Hampshire state flags (3×5 feet through 6×10 feet), POW/MIA flags (3×5 feet through 5×8 feet), one Canadian flag (4×6 feet), and U.S. flags in 16×24 inches. Spun polyester offerings cover U.S., New Hampshire state, and POW/MIA flags in sizes from 3×5 feet through 5×8 feet. U.S. flags must have sewn stripes and embroidered stars; New Hampshire state flags must carry officially screened seals. Estimated annual quantities range from 1 to 296 units depending on flag type and material. Vendors must bid all items and submit unit prices for each flag size and type within both material categories.

The contract term runs from November 1, 2026 (or upon Governor and Executive Council approval, whichever is later) through November 1, 2030, with an option to extend for up to two additional years under the same terms and conditions. Bid prices must remain firm for two years; price adjustments on anniversary dates are limited to 3% annually or documented manufacturer increases, subject to State rejection of unreasonable increases.

The vendor must achieve 95% on-time delivery and 90% fill rate, with 2% rebates for failures. Account establishment within three business days and order fulfillment within five business days are required. Commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, plus workers' compensation insurance, are mandatory. The State reserves the right to retain other contractors and make awards by item or portion thereof. Vendors must register with the New Hampshire Bureau of Purchase and Property and, if applicable, with the New Hampshire Secretary of State. Questions were due September 2, 2026; State responses were provided by September 4, 2026.
