About this opportunity

The California Department of Transportation (Caltrans) has issued a Request for Quote (RFQ) for Contract 51A0603, seeking software maintenance services for the Intelligent Roadway Information System (IRIS) application system. The procurement covers multiple California jurisdictions including Fresno, Humboldt, Inyo, Sacramento, San Joaquin, San Luis Obispo, and Shasta Counties and their associated cities. The IRIS is a proprietary Caltrans system designed to assist in traffic information collection, dissemination, and transportation system management through real-time data views, event entry, incident response planning, historical reporting, field device control, and system administration functions. Key personnel requirements include a Project Manager, Design Engineer, and Software Engineer, each mandating a minimum of 5 years of experience working on Intelligent Transportation Systems for a Department of Transportation. The RFQ requires responses by November 18, 2024, with an anticipated contract award date of November 27, 2024, and an initial contract term from January 1, 2025 to December 31, 2027, with a potential one-year extension option.

The procurement includes specific set-aside provisions and preferences, with Caltrans committed to meeting the state's 25% small business participation goal and encouraging certified small businesses and microbusinesses to submit quotes. The contract includes a Disabled Veteran Business Enterprise (DVBE) incentive program and small business preferences that may impact vendor selection. The total agreement value is not to exceed $300,000, covering on-call software monitoring, maintenance, training, and change services for the IRIS system used by Caltrans' District Transportation Management Centers. The system currently operates with a hybrid communications infrastructure involving leased lines, dial-up lines, cellular technology, and fiber optic communications. Evaluation criteria will assess vendor qualifications, technical capabilities, and compliance with specified requirements. The procurement targets vendors with demonstrated expertise in transportation management systems, particularly those capable of supporting the complex, integrated technological infrastructure of the IRIS application.
