About this opportunity
The Utah Department of Health and Human Services is seeking to amend Contract 256230 without competitive procurement to increase funding for mental health and substance-use services, with a public-comment deadline of October 6, 2026. This is a sole-source or non-competitive award notice under the Utah Procurement Code, justified on grounds of transitional costs, sole-source availability, or circumstances making standard procurement impractical.
The incumbent contractor is the National Alliance on Mental Illness (NAMI) – Utah. The scope involves planning and implementing youth and family-driven mental health and substance-use supportive services for transition-age youth and adults across the state. The contract runs through March 31, 2030 with no renewal options.
Amendment 4 requests an increase in funding due to receipt of additional federal funding rounds to continue and expand services. The proposed contract total is $378,446, representing a 69% increase from the original contract total of $223,706; the current contract total stands at $253,706. All other conditions, terms, and scope of work from the original contract and previous amendments remain unchanged.
The original contract was awarded in sole-source form under solicitation number MW25-5. Any interested or qualified vendor may submit a challenge to the proposed non-competitive award during the public-comment period by demonstrating the existence of alternative sources, comparable or better products, equivalent proprietary items, or cost comparisons regarding transitional expenses. All vendors must certify compliance with Utah Code 63G-27, including non-participation in economic boycotts or boycotts of the State of Israel.
Vendor submissions claiming business confidentiality must comply with Utah's GRAMA process and include both redacted and non-redacted versions of proposals.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
