About this opportunity

The State of Utah Division of Purchasing is issuing a Notice of Intent to Award Contract 246105 Amendment 4 without engaging in a standard procurement process. This is a sole-source procurement for technical assistance services related to First-Episode Psychosis (FEP) and Clinical High Risk for Psychosis (CHRP) programs, to be provided by Oregon Health and Science University's EASA Center for Excellence. The services will support the Utah Department of Health and Human Services in implementing FEP and CHRP evidence-based programs across Local Mental Health Authorities and contracted service providers throughout the state. The key objective is to provide expanded technical assistance to support implementation at additional sites, with all implementation sites required to utilize EASA Fidelity Program Guidelines to maintain evidence-based practice standards. The contract is anticipated to run through June 30, 2028, with no renewal options. The due date for this public notice period is April 30, 2026, with the posted date of April 23, 2026, establishing a seven-day public challenge period during which interested and qualified vendors may submit documentation demonstrating competing sources or alternative solutions.

This procurement is classified as a sole-source award, and interested vendors may challenge the determination by submitting evidence of competing sources, comparable or superior products, equivalent proprietary items, or cost comparisons to the Division of Purchasing during the public notice period. The incumbent contractor is Oregon Health and Science University's EASA Center for Excellence, and the existing contract infrastructure includes the current utilization of EASA Fidelity Program Guidelines across all implementation sites. The amendment represents a funds increase from the original contract total of $330,000 to a proposed total of $480,628, reflecting an increase of $41,000 to the current contract amount of $439,628 to support the addition of one new team site requiring expanded funding to complete activities in the current scope of work. The increase is justified by transitional costs associated with bringing the additional site into the established technical assistance framework. Any vendor responding to this procurement must certify compliance with Utah Code 63G-27 anti-boycott requirements, including certification of non-engagement in economic boycotts or boycotts of the State of Israel, with such compliance required throughout the contract term.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
