About this opportunity

The Utah Department of Government Operations, Division of Purchasing and General Services, intends to award a contract increase without competitive procurement to Oregon Health & Science University's EASA Center for Excellence, with a public notice period closing October 2, 2026. This is a sole-source award under Utah Procurement Code justification.

The procurement funds continued technical assistance for first-episode psychosis (FEP) and clinical high-risk for psychosis (CHRP) programming across Utah's Local Mental Health Authorities and contracted service providers. Oregon Health & Science University's EASA Center for Excellence is the sole source based on its unique expertise and established fidelity standards that no competing provider offers; all existing implementation sites currently operate under EASA Fidelity Program Guidelines to ensure evidence-based practice compliance.

The funding increase is $61,105, bringing the total contract value to $541,733. The original contract amount was $330,000; the current contract total is $480,628 under Contract Number 246105, originally solicited as MW23-49 under sole-source procedures. The contract term runs through June 30, 2028, with no renewal options.

This funding increase does not modify the scope of work, terms, or conditions of the existing five-year agreement. Interested vendors may challenge the sole-source intent by submitting documentation demonstrating competing sources or comparable procurement items by October 2, 2026. The Division of Purchasing has issued mandatory anti-boycott certification requirements under Utah Code 63G-27 et seq., requiring vendors to certify non-participation in economic boycotts, including boycotts of the State of Israel, with compliance required throughout the contract term. Supporting documentation, including the vendor quote, has been submitted with this notice but redacted for public posting.

Opportunity text

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
