About this opportunity

The Utah Division of Purchasing is publishing a Notice of Intent to Award Contract 246031 AMD 1 without competition, with a notice deadline of September 9, 2026. The Division will issue a written determination on whether the sole-source, transitional-cost, or exceptional-circumstance justification meets the threshold under the Utah Procurement Code to proceed without a standard procurement process.

The specific procurement scope, products, services, quantities, contract value, term, place of performance, and incumbent contractor are not disclosed in the publicly available notice or attached files. The Conducting Procurement Unit's justification for non-competitive award is documented in supporting files that the Division of Purchasing has withheld from public disclosure or that remain confidential under Utah Code 63G-2-305 and 63G-2-309. The Business Confidentiality Claim form indicates that vendors may submit redacted and non-redacted versions of proposals to protect trade secrets and commercial financial information, though the Division does not perform redactions on behalf of claimants and confidentiality claims do not guarantee protection if a public records request is filed under the Government Records Access and Management Act.

Interested parties seeking details on the procurement scope, justification, and award timeline must contact the Utah Division of Purchasing directly or monitor the official procurement portal for the Division's written determination and any subsequent public disclosure.

Opportunity text

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
