About this opportunity
The state of Utah's Division of Purchasing has issued a notice of intent to award Contract 246015 Amendment 2, which involves a funds increase for an unspecified procurement item. The procurement is being conducted through a non-standard process, potentially due to unique circumstances such as single-source availability or significant transitional costs. The solicitation was posted on August 13, 2025, with a response deadline of August 20, 2025. The procurement unit is seeking approval to award the contract without engaging in a standard competitive procurement process, as outlined in the Utah Procurement Code. The attached documentation, including a Statement of Work (SOW), quote, and supporting forms, provides detailed justification for this approach. Potential vendors are advised to carefully review all submitted files to understand the specific requirements and rationale for the non-competitive procurement method.
While the specific details of set-aside designations or vendor restrictions are not explicitly clear from the provided documents, the procurement appears to be following specific state guidelines for exceptional contracting circumstances. The solicitation does not immediately indicate preferences for disadvantaged business enterprises or specific vendor qualifications beyond the justification for a non-competitive award. The attached "Claim of Business Confidentiality" document suggests potential sensitivity around the procurement details. Without precise budget information in the provided materials, the exact award value remains undetermined. The procurement seems to be structured as an amendment to an existing contract, indicating potential continuation of services or expansion of an existing relationship with a current vendor or service provider.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
