About this opportunity
The Utah Department of Health & Human Services (DHHS) is procuring a sole-source contract amendment with the Utah Health Policy Project (UHPP) for a Disability and Health Supplement project focused on linking adults with Intellectual and Developmental Disabilities to preventive healthcare and health promotion programs. The contract, Amendment 5 under Contract 236132, increases funding by $148,619 to a total contract value of $567,720, covering the period from August 4, 2025, to July 31, 2026. The primary deliverables include implementing a demonstration initiative with two full-time linkage coordinators who are required to screen at least 50 eligible participants by the project's end. Key objectives involve increasing fair and equitable access to inclusive and culturally appropriate healthcare, with a specific performance measure targeting the reduction of unmet preventive healthcare needs for adults with disabilities. The project requires comprehensive data management, participant screening, referral tracking, and follow-up assessments, with quarterly reporting and invoice submission mandated. The proposal submission deadline is October 7, 2025, with the Division of Purchasing reviewing the contract under a Notice of Intent to Award without standard procurement processes.
The contract appears to have no specific set-aside designations or restrictions on responding organizations, though vendors must comply with an anti-boycott provision and certify they are not engaged in economic boycotts related to specific industries. The procurement is being processed as a sole-source contract, with UHPP identified as the unique provider due to their specialized staff and validated data management system. The entire project budget of $567,720 is federally funded, with allocations including $142,619 for salaries and fringe benefits, $3,500 for supplies and current expenses, and $2,500 for travel. The project aims to reach a total of 200 participants over its five-year duration, representing a 113.5% increase from the original contract value of $50,000. Evaluation appears to focus on the contractor's ability to effectively recruit participants, manage data, and meet the specified screening and reporting requirements, with no competitive bidding process anticipated if no valid challenges are submitted during the public notice period.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
