About this opportunity
The Utah Division of Purchasing has issued a notice of intent to award Contract 236075 Amendment 3, which involves an extension and funds increase through a non-standard procurement process. The procurement appears to be seeking an exception to standard competitive bidding procedures based on specific justifications outlined in Utah Procurement Code, potentially including single-source procurement, significant transitional costs, or circumstances that make standard procurement impractical. While the specific details of the goods or services are not fully clear from the provided documentation, the agency has submitted supporting documentation including a Statement of Work (SOW), a claim of business confidentiality, and multiple Part 8 notices. The procurement opportunity was posted on August 16, 2025, with a response deadline of August 23, 2025. Potential vendors are strongly advised to carefully review all attached documentation to understand the full scope of the procurement requirements and exceptions being sought.
The contract opportunity appears to have specific procedural restrictions that limit standard competitive bidding, suggesting potential vendor qualifications or constraints may be unique to this procurement. The documentation indicates a complex procurement process that may involve specific business confidentiality considerations and potentially limited vendor eligibility. While specific award values are not explicitly stated, the amendment suggests an existing contract is being extended with additional funding. The procurement seems to be confined to Utah state government agencies and follows specific state procurement regulations. No explicit set-aside designations for disadvantaged enterprises were immediately apparent in the provided documentation. The multiple attached documents, including Part 8 notices and statements of work, indicate a nuanced procurement process that requires careful review by potential respondents to fully understand the specific requirements and constraints of this contract opportunity.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
