About this opportunity

The State of Utah's Department of Health and Human Services (DHHS) is seeking to amend Contract 236038 with the International Rescue Committee (IRC) for Afghan and Refugee Health Promotion services through a non-competitive procurement process. The contract involves providing comprehensive healthcare orientation and support services for newly arrived adult refugees and Afghan evacuees, with specific deliverables including health intake assessments, healthcare system navigation classes, group health workshops, and individual health mentorship. Key objectives require the contractor to administer intake assessments for 100% of eligible clients within 30 days of arrival, ensure 75% of program participants complete required classes, conduct annual group health workshops with pre- and post-assessments, and provide individual health mentorship to a minimum of 30 newly arrived refugees. The contractor must document all services in the Refugee Health Online System (RHOS) and attend all monitoring meetings called by DHHS. The Notice of Intent to Award is published with a due date of January 7, 2026, and the procurement unit is seeking Division of Purchasing authorization to award the contract without standard competitive bidding.

The contract appears to have no specific set-aside designations or restrictions on responding organizations. The incumbent vendor is the International Rescue Committee, which has been providing these services across multiple funding periods. The total contract funding is structured across several periods, with the most recent allocation of $30,000.00 for January 1, 2025 to December 31, 2025, following a $107,500.00 decrease from the originally allocated amount. Performance metrics require 75% of participants to demonstrate increased healthcare knowledge, workshop participants to show knowledge improvement through pre- and post-testing, and individual mentorship clients to report increased self-sufficiency in managing their health. The procurement is being processed through a Part 8 Form, which allows for contract award without standard competitive procedures if the Division of Purchasing determines that circumstances make standard procurement impractical or if there is only one viable source for the services.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
