About this opportunity

Fort Pierce Utilities Authority is requesting qualifications from engineering and construction management firms to establish a continuing contract for architectural construction and program management services, with proposals due November 9, 2026 at 3:00 p.m. EST. The solicitation is issued under Florida Statutes Section 255.103, employing qualifications-based selection procedures under Section 287.055.

FPUA intends to create a pool of qualified firms to which project-specific work will be assigned on an as-needed basis through Specific Authorizations. Assigned projects may encompass new construction, rehabilitation, renewal and replacement, repairs, upgrades, emergency work, and miscellaneous utility or facility improvement projects.

The scope includes construction project scheduling and coordination in preconstruction and construction phases; schedule control, cost control, and coordination in providing or procuring planning, design, and construction services; and estimating, constructability review, and project delivery support as applicable to individual assignments. Firms must demonstrate capability across these management disciplines.

Under Section 287.055, Florida Statutes, the estimated construction cost for each individual project assigned under the resulting continuing contract shall remain below the limit established for continuing contracts under that statute. No specific overall contract value or term limit is stated in the solicitation.

Jurisdiction includes St. Lucie County and Fruitville CDP in Florida, with performance expected within that geography. Relevant commodity codes are Construction Management Services, Support Services Management, Utility Management Services, System Implementation and Engineering Services, and Architectural Services. Fifteen planholders have registered. No pre-bid conference is planned, though attendance is non-mandatory. No bid bond is required, and eBidding is not available. The RFQ document is available via download through DemandStar.
