Required insurance includes workers' compensation coverage, motor vehicle liability insurance with minimum limits of $300,000 combined single limit, and general liability insurance with minimum coverage of $300,000 personal and advertising injury and $300,000 general aggregate. A mandatory pre-proposal meeting is scheduled for April 30, 2026, at 10:00 A.M., which attendance is required to qualify for proposal submission. Questions must be submitted by May 8, 2026, with answers posted by May 13, 2026, and proposals are due electronically through DemandStar by 2:00 p.m. on May 20, 2026. Selection of qualified contractors is anticipated by June 3, 2026, with presentation to the Governing Board for approval on July 14, 2026. Performance criteria include completion within established timeframes, with deductions of one percent of contract amount per day late, not to exceed $1,000 per day, for incomplete or non-compliant work.
The District does not guarantee minimum or maximum work volume under this solicitation and reserves the right to reject any or all responses. Following contract execution, individual projects will be assigned through Task Work Assignments based on the District's discretion, contractor qualifications, responsiveness, and available budget. The District prioritizes minority business enterprises and veteran-owned business enterprises when service providers are ranked equally, though no specific set-asides or restrictions on organization types are designated. No incumbent vendors, current contractors, or existing infrastructure integration requirements are listed in the procurement documents. Award values and budget ranges are not specified; however, the procurement is conducted in accordance with Florida Statutes Section 255.103(4), which establishes provisions and limits for this type of construction services contract.
