About this opportunity

The Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials and Waste Management Division is soliciting proposals for consulting services to support CERCLA site assessment activities throughout Colorado under RFP 2026000268, with proposals due August 3, 2026 at 2:00 PM Mountain Time.

CDPHE intends to award multiple offerors (a minimum of 4 but no more than 6) for placement on an eligible list for task order assignment; award does not guarantee a minimum volume of work. A 3% Service-Disabled Veteran-Owned Small Business goal applies as a preference, not a requirement.

The scope includes preliminary assessments, Phase I and Phase II environmental site assessments, discovery efforts, sampling and analysis planning, data validation using Level 4 data packages and Stage 2B validation, and Hazard Ranking System evaluations. Deliverables include Health and Safety Plans, Sampling and Analysis Plans, Pre-CERCLA Screening reports, Preliminary Assessment reports, Site Inspection reports, and quarterly progress reports. The contractor must assign a dedicated Project Manager and comply with EPA Contract Laboratory Program requirements when applicable. All work must meet Section 508 accessibility standards and comply with Colorado data security and confidentiality requirements.

The estimated annual budget is approximately $300,000, with a five-year total not expected to exceed $1,500,000 unless additional funding becomes available. The initial contract period runs September 1, 2026 through August 30, 2027, with options for up to four additional one-year renewals, not to exceed five years total. CDPHE currently performs these services in-house; this is not a recompete.

Offerors must maintain an office within Colorado and demonstrate five years of experience managing projects exceeding $750,000, five years performing CERCLA site assessment activities, and completion of at least three similar projects within the past five years. Proposals are evaluated on Organizational Summary (20 points), Minimum Qualifications (40 points), Project Samples (30 points), Technical Proposal (30 points), and Budget (20 points) for a total of 140 points. Submissions are due via BidNet Direct; proposals submitted after the deadline will not be accepted. Current registration on Colorado Vendor Self Service is required for award eligibility.
