About this opportunity

The Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials and Waste Management Division, is requesting proposals for consulting services to support site assessment activities under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) with proposals due August 3, 2026 at 2:00 PM Mountain Time and a written inquiry deadline of July 8, 2026.

Minimum qualifications are a hard filter: five years of experience managing projects exceeding $750,000; five years performing CERCLA site assessment activities; five years performing data validation; and completion of at least three similar-sized projects within the past five years. All personnel must have experience coordinating with stakeholders, creating Health and Safety Plans and Sampling and Analysis Plans, and preparing technical reports related to site assessment. All offerors must maintain an office within Colorado.

The scope covers site assessment support for an estimated six site assessments annually throughout Colorado, including evaluation of site conditions, review of existing information, field activities, and preparation of technical documentation. Primary deliverables include quarterly reports, a Quality Assurance Project Plan (QAPP) addendum within two months of contract start, Health and Safety Plans within two weeks of tasking, Sampling and Analysis Plans within one month of tasking, discovery effort reports within three months of tasking, Pre-CERCLA Screening reports within two weeks of tasking, Preliminary Assessment reports within one month of site access, and Site Inspection reports with Analytical Results Reports within two months of receipt of analytical results. The contractor must assign a dedicated Project Manager and comply with current EPA guidance documentation for all CERCLA-related activities.

The estimated annual budget is $300,000, with a five-year total budget not expected to exceed $1,500,000. The initial contract term runs September 1, 2026 through August 30, 2027, with options to renew for up to four additional one-year periods. The State reserves the right to modify the budget and contract dates at its discretion and intends to award contract(s) to the offeror(s) whose proposal is most advantageous, considering price and other evaluation factors. Multiple offerors may be awarded and placed on an eligible list.

Proposals must be submitted via BidNet Direct and include an organizational summary, detailed narrative addressing minimum qualifications, two project samples from the past five years, a technical proposal, and a cost proposal with rate sheets. Responses to inquiries will be published by July 10, 2026.
