About this opportunity
The City of Philadelphia is requesting proposals for consulting services to conduct a comprehensive mass appraisal evaluation of the Office of Property Assessment, with proposals due November 12, 2026. No mandatory SBE or LBE participation ranges are established; however, respondents must demonstrate best and good faith efforts to include Small Business Enterprises and Local Business Entities in their proposals. Local Business Entity Certification and Local Impact Certification pathways are available under Philadelphia Code Section 17-109(3)(b), offering positive consideration for applicants meeting specified criteria.
The scope encompasses a thorough review of the Office of Property Assessment's operations, data management systems, valuation methodologies, and organizational effectiveness, with deliverables including a detailed assessment report, recommendations for improvements, and implementation strategies. The consulting engagement is intended to enhance mass appraisal operations and ensure equitable property valuations across Philadelphia. The anticipated contract term is twelve months from notice to proceed, with potential renewal options based on performance and funding availability. Pricing may be submitted on a time-and-materials or fixed-fee basis. Funding is provided through the City's operational budget.
Evaluation criteria focus on relevant experience, technical qualifications, proposed methodology, and cost. Proposals must be submitted electronically through eContractPhilly and include Appendix C: City of Philadelphia Tax and Regulatory Status and Clearance Statement; a Statement of Financial Capacity with audited or unaudited financial statements; disclosure of any bankruptcy filings within the past five years; the Solicitation & Participation Form documenting SBE and LBE solicitation efforts; and the Subcontractor Information Data Form for all prime and subcontractor participants. Completion of the LGBTQ Applicant Opportunity Data Form and Local Business Entity Certification form is also required. All required disclosures under Philadelphia Code Chapter 17-1400, including local political contributions, must be completed through eContractPhilly. Applicants must ensure their registered name and Tax Identification Number on eContractPhilly match those on the W-9 form and application.
