About this file

This is an RFP Submission Checklist document designed to assist applicants in submitting complete and compliant proposals for Professional Services RFP opportunities at or above the formal RFP threshold for the City of Philadelphia. The checklist covers critical procedural requirements including timely submission before the stated deadline, comprehensive explanation of how the applicant meets the Department's Scope of Work requirements outlined in Section II of the RFP, and inclusion of a Cost Proposal consistent with the specifications detailed in the Scope of Work section. Applicants must ensure their proposals comply with all format and content requirements specified in RFP Section III, including the Proposal Format, Content, and Submission Requirements, and must review the entire RFP and Contract Attachments, including Appendix A - General Provisions. Any objections to the General Provisions must be raised within the proposal itself, as objections raised after submission will not be considered and may negatively impact the proposal evaluation.

The submission requirements mandate that applicants submit Appendix C: City of Philadelphia Tax and Regulatory Status and Clearance Statement along with a Statement of Financial Capacity accompanied by audited or unaudited financial statements, disclosure of any bankruptcy filings within the past five years, and for non-profit organizations, the most recent IRS Form 990. All required disclosures under Chapter 17-1400 of the Philadelphia Code, including local political contributions, must be completed through the applicant's eContractPhilly account. Proposals must be submitted electronically through eContractPhilly under the correct opportunity number with an authorized signatory's digital signature via the "sign and submit" button. The applicant's registered name and Tax Identification Number on eContractPhilly must match those on the application and W-9 form to ensure proper identification and processing.
