About this opportunity
The Capital Region Development Authority (CRDA) in Connecticut is issuing a Request for Proposals for consulting and engineering design services related to closure plan revision and implementation at the former MIRA Waste-to-Energy Facility, a state-permitted solid waste management facility located on an 80-acre South Meadows Site in Hartford. The procurement encompasses three primary tasks: revision of the existing May 2022 closure plan to incorporate full building demolition and equipment removal, preparation of comprehensive engineering plans and technical specifications to support contractor procurement, and construction quality assurance services including full-time on-site inspection during implementation. Qualified engineering consulting firms must demonstrate three years of recent financial statements prepared by a Certified Public Accountant, valid Connecticut professional licenses and registrations, evidence of comparable project experience with state and municipal clients, and completed state certification and affidavit forms. Compensation shall be structured on a Time and Materials basis with Not-to-Exceed limits for Tasks 1 and 2, and hourly rates for Task 3 construction quality assurance services. Evaluation criteria include firm qualifications and experience, professional qualifications of key personnel, proposed work plan and schedule, price, references, and commitment to affirmative action. Critical deadlines include: Letter of Interest due December 9, 2025; mandatory pre-proposal site tour on December 10, 2025 at 10:00 AM; written questions deadline of December 23, 2025; final proposal submission deadline of January 21, 2026 at 1:00 PM Eastern time; short-listed proposer presentations on February 4, 2026; and expected notice of award on February 20, 2026. Proposals must be submitted in one original and two hard copies plus one PDF copy on a USB flash drive to CRDA's office at 100 Columbus Boulevard, Suite 500, Hartford, Connecticut.
CRDA is an Affirmative Action/Equal Opportunity Employer actively encouraging Minority and Women's Business Enterprises (MWBEs) to apply, though no specific set-asides or restrictions limiting responding organizations have been designated in the solicitation. All contractors with contract values of $50,000 or more must comply with Connecticut ethics and campaign contribution certification requirements, including completion of OPM Form 1 Campaign Contribution Certification and acknowledgment of SEEC Form 10 restrictions on campaign contributions. No incumbent vendors or current contractors are identified in the available solicitation documents. The project follows the AIA Document B101-2017 Standard Form of Agreement framework, requiring contractors to maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate) and Professional Liability ($2,000,000 per claim/$4,000,000 aggregate), with CRDA named as additional insured. While the estimated total contract value has not been specified in the solicitation documents, the budget for cost of work is noted as "approximately $TBD," and detailed cost breakdowns including estimated hours, billing rates, and all material or subcontracted expenses must be provided by proposers. CRDA reserves the right to reject any or all proposals and is not obligated to accept the lowest-priced proposal.
