About this opportunity
San Mateo County Health is seeking competitive quotes from local community-based nonprofit organizations serving as trusted messengers to support the Community Health Assessment (CHA) community engagement strategy, with proposals due July 24, 2026. The County intends to contract with three (3) organizations, each of which must have established experience liaising between community and county government and demonstrate cultural competency in engaging California Department of Public Health priority populations.
Priority populations identified by the state include low-income individuals and families, immigrants and refugees, limited English proficient populations, communities of color (including but not limited to Black/African American, Latino/x, Native American/Alaska Native, Asian American, Native Hawaiian, and Pacific Islander populations), LGBTQ+ communities, people with disabilities, people with mental health conditions, individuals who are incarcerated or formerly incarcerated, children, youth, and young adults, older adults/seniors, rural and geographically isolated communities, people experiencing homelessness, and residents of neighborhoods with high social, economic, or environmental burdens.
The scope encompasses planning and implementation of engagement strategies for the CHA, a comprehensive process that aggregates health and quality of life indicators from primary and secondary data sources to identify and prioritize health needs across San Mateo County. Planning will commence upon contract execution, with surveys, key informant interviews, community information sessions, and data analysis scheduled for 2027–2028. The overall CHA process concludes in December 2028. Contractors must deliver expertise in designing and executing resident engagement around the assessment itself. The scope of work document is attached and available for review to clarify detailed service deliverables and performance expectations.
