About this opportunity

Montgomery County Government is requesting proposals for construction services to build a fire station and warm lit shell police substation at 11920 Chapman Avenue, Rockville, Maryland, under fixed-price contract with proposals due November 6, 2026 at 3:00 PM EST. A pre-submission conference is scheduled for October 7, 2026 at 12:00 PM EST via Microsoft Teams, with an optional site visit at 3:30 PM EST at the project location.

The scope requires a fully functional building in compliance with all contract documents, with construction duration of 790 calendar days plus 30 days of float. The contractor must commence work upon receipt of Notice to Proceed and maintain performance and payment bonds throughout the contract term. The work is subject to Maryland prevailing wage requirements.

Montgomery County applies MFD (Minority, Female, Disabled person) participation goals exceeding 22% and a Local Business Preference program — both evaluate separately in the scoring process. The contractor must provide performance and payment bonds at 95% of contract value and maintain comprehensive insurance including commercial general liability coverage of $2 million to $20 million depending on contract value, workers' compensation, and builder's risk insurance.

Evaluation criteria total 1,000 points on written proposals, scored by a Qualification Selection Committee (QSC). Categories include organizational structure and qualifications (15 points), key personnel qualifications (50 points), subcontractor qualifications (125 points), similar project experience (100 points), self-performance capability (40 points), site management approach (50 points), construction schedule (30 points), workload capacity (20 points), project cost (200 points), unit prices (25 points), financial statements (15 points), pending obligations (20 points), bonding capacity (15 points), quality control (30 points), safety programs (15 points), and project communications (15 points). The top five scoring offerors (minimum 600 points) advance to interviews also scored up to 1,000 points. Final award is based on interview scores with a minimum threshold of 600 points. MFD participation and Local Business Preference each score an additional 100 points.

Technical questions are due October 14, 2026 at 5:00 PM EST.
