About this opportunity
The Brunswick-Glynn County Joint Water and Sewer Commission (BGJWSC) is requesting bids for CIPP (Cured-In-Place Pipe) rehabilitation construction services on sanitary sewer mainlines in the north mainland and mainland districts of Glynn County, Brunswick, Georgia under ITB No. 27-006, with sealed bids due November 10, 2026 at 12:00 noon EST.
The scope encompasses pre-cleaning inspection, cleaning, and post-cleaning inspection for 27,187 linear feet of sewer main across three diameter sizes: 660 linear feet of 6-inch, 26,115 linear feet of 8-inch, and 412 linear feet of 12-inch gravity sewer main. The contractor must perform CIPP mainline rehabilitation on all three sizes, reinstate 408 active service connections, and complete miscellaneous repairs including heavy cleaning, deposit cuts, root cuts, lateral cuts, and open-cut point repairs. The BGJWSC will pre-mark nine segments with existing defects prior to contractor start; the selected contractor must line through these point repairs. Work is located in heavily residential areas and requires coordination to minimize disruption to residents. The estimated project completion timeframe does not exceed 300 calendar days, with Notice to Proceed expected no later than January 11, 2027.
Price is the prime evaluation criterion, but the BGJWSC will also consider ability to perform within the required timeframe, bidder reputation and industry standing, reasonableness of bid relative to anticipated costs, and prior performance on ongoing relationships. Bidders must submit a Bidder Qualification Form with at least three references for similar sewer rehabilitation projects completed within the last five years, Georgia E-Verify affidavits for prime and any subcontractors, and a Drug Free Workplace Affidavit. A bid bond or certified cashier's check of at least 5 percent of the base bid is required from a Georgia-licensed surety with an "A" minimum rating and financial strength at least five times the contract price. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price. Insurance requirements include workers' compensation at statutory limits, commercial general liability at $1 million per occurrence, automobile liability at $1 million, and excess or umbrella liability of $2 million, with BGJWSC named as additional insured on all coverage except workers' compensation.
Bids must be submitted in hard copy (one original and one copy) and one electronic copy on USB or CD, clearly labeled with ITB No. 27-006 and the contractor's utility license number. Written questions are due by 5:00 p.m. on October 26, 2026, addressed to Purchasing Director Pamela Drury-Crosby at pcrosby@bgjwsc.org. No pre-bid teleconference or site visit is scheduled; bidders are encouraged to examine the work location. Contract award is anticipated for November 19, 2026, with contract execution and pre-construction meeting between November 19 and December 18, 2026.
